This is a spatial layer that reflects operational activities for cutblocks contained within harvesting authorities. The Forest Tenures Section (FTS) is responsible for the creation and maintenance of digital Forest Atlas files for the province of British Columbia encompassing Forest and Range Act Tenures. It also supports the forest resources programs delivered by MoFR. Each feature contains a Ministry of Forests and Range (MoFR) FEATURE_CLASS_SKEY (number) column that further defines the type of that feature. The layer contains cutblock boundaries for the following feature classes: Forest Licence Cut Block (555), Licence to Cut Cut Block (616), Timber Licence Cut Block (810), Timber Sale Licence Major Cut Block (817), Timber Sale Licence Minor CB Non Replaceable (820), Tree Farm Licence Cut Block (833), Wood Lot Licence Cut Block (863), Community Forest Cut Block (2402), and Timber Sale Licence Minor CB Replaceable (2417). Each cut block has a life cycle status that is either PENDING - the cut block has been submitted as a new cut block or an amendment, but is not yet approved or rejected, ACTIVE - the cut block is approved and activities may be taking place on the cut block, or RETIRED - all activities, with respect to the harvesting authority, have been completed for the cut block

This corresponds to the outlined areas on the Exhibit A maps. This publication contains vector data (shapefile) of the post-harvest forest residues in Canada for the bioenergy/bioproducts sector in oven-dry tonnes per year (ODT/yr) over the next 20 years. The maps were produced using different remote sensing products. We used forest attribute data at 250 m MODIS for the years 2001 and 2011 (Beaudoin et al. 2014 and 2018) combined with forest cover changes for the years 1985 to 2015 contained in the CanLaD dataset at 30 m Landsat(Guindon et al. 2017 and 2018). Results of available biomass (in the form of harvest residues) were reported at the 10 km x 10 km scale, while the map of mature forests in Canada was prepared at the forest management unit (FMU) level. Briefly, our methodology consisted of three steps: 1- create a map of mature forests for the year 2011, based on 2001-2010 average cut volumes within FMUs; 2- develop an annual cut rate from the area harvested within FMUs from 1985 to 2015 and; 3- define the amount of biomass in the form of forest residues available for the bioenergy sector. The biomass of branches and leaves of forest attribute data was used as a proxy to define the biomass of forest residues available. Nationally, the average biomass of forest residues available after harvest is 26 ± 16 ODT/ha, while the total annual availability for all managed forests in Canada was 21 million ODT/yr. The purpose of this feature class is to identify the individual annual allowable cut and annual limit areas as referred to in the Forest Resources Act subsection 20(2) and 31(10 of the Forest Resources Regulation). Where there is no approved Forest Resources Management Plan (FRMP) for an area, forest resources harvesting can only be authorized in an amount less than that prescribed by regulation for that area. The Forest Resources Regulation subsection 31(1) establishes the annual limits for harvesting timber resources for areas without an FRMP. These areas are referred to as the Annual Limit Regions in Schedule 1 of the Regulation titled Timber Harvesting Areas. The Fibre Recovery Zones (FRZ) define areas where increased waste rates may apply to avoidable waste left on a cutting authority as detailed in the Provincial Logging Residue and Waste Measurement Procedure Manual. The boundaries have been approved by the Director of the Forest Tenures Branch, Ministry of Forests, Lands, Natural Resource Operations and Rural Development. Current extent of the data is for the Coast Fibre Recovery Zones only.

The Itcha Ilgachuz Caribou Habitat Area (IICHA) and associated quadrants were developed as a part of the 2002 Northern Caribou Strategy, with revisions in 2011. The boundary is based on caribou telemetry to 2011, and is used to form the outer boundary of the quadrants that are used to help determine the rate of cut within WHA 5-086.
