Canadian indexes of social resilience and vulnerability to natural hazards, 2021
The Canadian indexes of social resilience and vulnerability were created to provide area-based information on resilience and vulnerability to natural hazards and disasters across Canada. Specifically, the Canadian Index of Social Resilience (CISR) aims to reflect a community’s ability to respond to and recover from natural hazards. In contrast, the Canadian Index of Social Vulnerability (CISV) aims to reflect the social vulnerability of an area based on factors that have the potential to amplify the impact of disasters on populations.Before the CISR and CISV were built, indicator frameworks were developed for social resilience and social vulnerability, respectively. Indicators were selected because of their demonstrated association with social resilience or social vulnerability. The selection was informed by the theoretical and research literature, existing indexes, availability of relevant data and engagement with subject-matter experts.The CISR and the CISV were created using data from Dissemination areas (DAs) across the country. The selected indicators were included in a principal component analysis, which is a statistical technique that allows a large number of indicators to be collapsed into a smaller number of interpretable components. Based on the results of the principal component analysis, DA-level scores were calculated for each index. Higher CISR scores correspond to DAs that are more resilient and higher CISV scores correspond to DAs that are more vulnerable.These indexes can be used to better understand areas which may experience the largest disproportional social impacts from natural hazards.
Medium Resolution Digital Elevation Model (MRDEM) - CanElevation Series

For the best experience, please follow the instructions available in the resources.**In replacement of the former Canadian Digital Elevation Model (CDEM) that is no longer supported, the Medium Resolution Digital Elevation Model (MRDEM) product is a multi-source product that integrates elevation data from the Copernicus DEM** acquired during the TanDEM-X Mission (AIRBUS, 2022), and the High Resolution Digital Elevation Model data derived from airborne lidar. This product provides a complete, 30 meters resolution, nationwide coverage for Canada. It includes a Digital Terrain Model (DTM), a Digital Surface Model (DSM) and other derived products. The spatial coverage extends into the USA, where needed, to provide coverage for cross-border watersheds in support of hydrological studies and applications. The MRDEM-30-DSM is partially based on the GLO-30 version of the Copernicus DEM** (hereafter named GLO-30). Since elevation values from the GLO-30 are referenced to the EGM2008 geoid model, they were transformed to the Canadian Height Reference System of 2013 (CGVD2013), using the CGG2013 geoid model. Where available, the MRDEM-30-DSM integrates surface data from the lidar-derived HRDEM mosaic, resampled from 1 m to 30 m. The process to generate the MRDEM-30-DTM is more complex. Where available, the HRDEM Mosaic derived from lidar was used since it already provides reliable terrain elevation values. The HRDEM Mosaic data used was resampled from 1m to 30m. Elsewhere, the processing workflow combines a forest removal model and a settlement removal model that is applied to the GLO-30 values in order to estimate the terrain elevation values. Both datasets are projected to Canada Atlas Lambert NAD83 (CSRS) (EPSG:3979).The MRDEM is referenced to the CGVD2013 which is the reference standard for orthometric heights across Canada.The product Medium Resolution Digital Elevation Model (MRDEM) is part of the CanElevation Series created in support to the National Elevation Data Strategy implemented by NRCan.** This product was in part produced using Copernicus WorldDEM-30 © DLR e.V. 2010-2014 and © Airbus Defence and Space GmbH 2014- 2018 provided under COPERNICUS by the European Union and ESA; all rights reserved.The organisations in charge of the Copernicus program by law or by delegation do not incur any liability for any use of the Copernicus WorldDEM-30.

Active Disposal at Sea Sites
Canada has the longest coastline in the world, measuring 243,790 kilometers. Many of our waterways along the coastline have to be dredged regularly to keep shipping channels and harbours open and safe for navigation; and this material is sometimes best disposed of at sea. Schedule 5 of the Canadian Environmental Protection Act, 1999 (CEPA) defines an exclusive list of materials and substances suitable for disposal at sea in Canada, which is in accordance with the London Protocol (1996). They are: dredged material, fish waste resulting from industrial fish processing operations, ships or platforms, inert and inorganic geological matter, uncontaminated organic matter of natural origin, and bulky substances. The disposal of any substance into the sea, on the seabed, in the subsoil of the seabed, or onto ice, from a ship, an aircraft, a platform or other structure is not allowed unless a permit is issued by the Environment and Climate Change Canada (ECCC) Disposal at Sea Program. Incineration at sea, as well as importing or exporting a substance for disposal at sea is also prohibited. Any additional use of a disposal site must be conducted in accordance with the terms and conditions of a valid Disposal at Sea permit. The dataset may be of use in relation to Disposal at Sea permit applications. For some Disposal at Sea permit applications the data may be of use in assessing serious harm to fish under the Fisheries Act and assessing interference with navigation under the Navigation Protection Act.

It is used for the purposes of researching and monitoring trends on social inequalities in health, developing policies and programs, allocating resources, and evaluating services. It is composed of a material dimension and a social dimension that can be analyzed separately or in combination. The index includes six indicators, all from the 2016 census and calculated on the basis of dissemination areas (DAs).The file includes the national (province of Quebec), regional (health regions (RSS)), and local (territorial service networks (RTS), local service networks (RLS), and local community service centers (CLSCs)) versions of the deprivation index.
