Manitoba's Forest Management Licence Area (FML) Boundaries – Version 4.The Forest Act provides for the establishment of Forest Management Licences to provide a continuous supply of timber to the forest industry. A Forest Management Licence, granted for a period of not more than 20 years, may be renewed for further periods. The Forest Management Licence describes the land upon which trees may be cut, the volume of wood that may be harvested, and other terms and conditions. There are currently three Forest Management Licences in Manitoba. Timber management and forest renewal are the responsibilities of Manitoba Conservation on Crown Forest Land outside of Forest Management Licence areas, and within Forest Management Licence areas where the wood is used by a facility other than that operated by the Forest Management Licensee. Version 4 of Manitoba's Forest Management Licence (FML) boundaries incorporates minor edits made to the BDY_MB_FMU_PY feature class, ensuring coincident line work with the provincial boundary and provincial forests. Version 3 of Manitoba's Forest Management Licence (FML) boundaries includes FML-2 and FML-3. Previous boundaries associated with FML-1 and IWSAs have been removed. To update and improve the positional accuracy of Manitoba's Forest Management Licence (FML) boundaries, written descriptions of FML areas were referenced along with line work from Forest Land Inventories (FLI), Forest Resource Inventories (FRI) and Manitoba's township fabric to improve p rovincial FML boundaries. Boundary line work for all of the following feature classes were topologically checked for coincident line work: 1. BDY_MB_FMU_PY (Provincial FMUs); 2. Provincial Boundary; 3. BDY_MB_FML_PY (Provincial Forest Management Licence Areas); 4. BDY_MB_FOREST_SECTION_PY (Provincial Forest Sections); 5. Legally defined __Municipal__ polygons were drawn from metes and bounds descriptions as written in Letters Patent for Municipalities in the province of British Columbia. In the event of a discrepancy in the data, the metes and bounds description will prevail. Although the boundaries were drawn based on the legal metes and bounds descriptions, they may differ from how regional districts and their member municipalities and electoral areas currently view and/or manage their boundaries. Where discrepancies are noted, the Ministry of Municipal Affairs (the custodian) enters into discussion with the local governments whose boundaries are affected. In order to effect a change to the boundary, Cabinet approval is required. This is done through an Order in Council (OIC). While discrepancies to administrative boundaries are being resolved, boundaries may be adjusted on an ongoing basis until the requested changes are completed. The OIC_YEAR and OIC_NUMBER fields indicate the year that the boundary was passed under OIC and its associated number. The AFFECTED_ADMIN_AREA_ABRVN identifies the administrative areas that are affected by the OIC. The Culture Point dataset is comprised of all the points that represent Hamlets, Localities and Townsites in Alberta. The formation of a Hamlet can occur if there are 5 or more buildings used as dwellings with a majority of which are on parcels of land smaller than 1850 square metres, has a generally accepted boundary and name and contains parcels of land that are used for non-residential purposes. Hamlet is an unincorporated community that can be designated by the council of Municipal District or Specialized Municipality within their boundaries, or by the Minister of Municipal Affairs within the boundaries of an Improvement District. Locality is an unincorporated place or an area with scattered population. Townsite is a federally administered village. The boundaries of rural classification of Locality and Townsite are often undefined.
